Question / Help Stream Buffering every 30 seconds/Hardware problem?

Hello guys, I just registered myself, because my proplem with twich.

So,
Hardware:

Z97 MSI Gaming 5 Motherboard
GTX MSI 970
16 GB RAM
i7-4790k
Speedtest: Ping 9ms/34Down/7.53
Location: Austria
OS: Win8
Networkcard: Killer E2200
Driver for Network Card: Qualcomm Atheros AR8161

So know to my problem, I upgraded my hardware from a Z77/I5 3570 to my current setup. I had struggle to stream at a good quality, so I thought the upgrade would be good. Since then, my stream is buffering for me and my streams every 30 seconds or so. Even if I set it to the lowest quality and the lowering the bitrade, the stream buffers. I dont know what to do. I also thought, that Windows 10 was the problem and downgraded back to Win8.1, but it didnt fixed it sadly.

I am not sure, if its the network card or my new router, but I want to fix it asap. I also tried different softwares (Xsplit), but it didnt fixed the problem. I also tried different Lan cables, but it didnt was a fix. I also tried the twitch analyzer, but it said, everything is great.

Anyone has a clue, what is wrong? Is it, because I am a smaller streamer?
 
If you are not dropping frames then buffering is totally unrelated to your system or your network.
I am not dropping any frames at all, but friends and myself cant watch the stream, is there something I should look into?

Drivers are up to date and I hadnt this problem before I upgrade my setup
 
Just because you are, it doesn't mean 100% of people out there will.
Thats true, but with my internet speed, shoudnt it be easy for me to watch my own stream? I mean, I can watch streams with people with lower viewer count, so I dont know, why this is happening at my stream
