Question / Help Stream Buffering and sometimes High Enconding

Greetings,
Let me start of with the basic. I have Windows 10 and I am currently playing LoL. I downloaded OBS because I wanted to start streaming on Twitch and when I pressed the optimize button for the Twitch streaming my FPS-Ping at the game while streaming look fine. My only problem is that for the people that are watching the stream sometimes the stream stop working and they have pixelation. In addition, it says randomly on OBS "High Enconding".
Here are my obs set-ups:

I have set up for FMS URL: US East, Ashburn VA because I live in MD and I think the closest server is the best.
On speedtest.net my upload speed was 69 and my download 89. Please let me know what am I supposed to do to fix the issue because it is really bothering me since on my old computer with windows 7 it was really fine and windows 10 do not let me fix most of the stuff.

You shouldn't be trying to stream at 1080p without twitch partnership.

You may also be running into a situation where your processor can't keep up with the resolution you're trying to stream at while simultaneously playing the game.

Ok thank you! I am new using OBS so what exactly should I try change? Lower Bitrate? Change the monitor Im having as my main monitor?

No and no.

Downscale to a lower resolution, and make sure you don't go above 30fps in obs' settings for the stream.

Instead of going to a lower resolution I just change my monitors and put the one that has lower resolution.After I started streaming on the new monitor the quality was better, no pixelation but still had some very few random bufferings I think like a few times my stream stopped for a few seconds then came back. Is there anyway I can fix it?
