Question / Help Stream Buffering All the Time (Log included)

I feel like I've tried most settings by now and my stream continues to buffer every 10-30 seconds.
So I was wondering if you guys had any ideas of what I could change to improve or completely solve my issue.
The game I'm trying to stream is Overwatch, so FPS.

PC Spec
CPU: Intel i7 5930k @ 4.5GHz
RAM: 4x 4GB Corsair Dominator Platinum DDR4 @ 2800MHz
Mobo: Asus Rampage V Extreme (latest BIOS)
GPU: EVGA GTX 980 Ti (Latest WHQL driver from Nvidia)
SSD: Samsung 950 512GB Pro M.2 NVMe SSD (OS + OBS here)
SSD(2): OCZ Vertex 4 256GB
SSD(3): OCZ Vertex 4 256GB
Monitor(1): Asus VG248QE 144hz 1080p
Monitor(2): BenQ 2410t 120hz 1080p
OS: Windows 10 Pro x64 (Fully updated)

You don't control anything between Twitch and the people watching your stream, so as long as you aren't using an excessive bitrate (you aren't) and aren't dropping frames (you aren't) then there isn't anything for you to fix.

Already read through it, and I haven't been able to balance any of the settings out.
Was mainly wondering if I had some settings screwing me over, or if I have some alarming bugs in the log provided above.
To add, don't watch your own stream while streaming. it is both bad for CPU usage and is not an accurate representative of what viewers will see. use a popout chat instead.

I got the same problem bro, yesterday, today, still stuttering and buffering for all, friends from other countries got the same problems, but when You stream on hitbox.tv, you havent got probably that problem. In my opinion all is twitch fault, bad servers for non-partnered users, and no option to choose a quality, that is the truth.

Please start your own thread and post a link to your log in it. this is OPs issue and it is more than likely your actual issues are different. Thanks.

My roommates have also confirmed the buffering and they sit on separate powerhouses of PCs. A couple of colleagues also confirmed it, sitting on entirely different connections altogether.

I've noticed I have zero buffering issues when I'm streaming with 1500kb/s bitrate.
I've turned my x264 CPU preset to Medium and using Lanczos filter just to use my CPU as much as possible, but at that bitrate it sure does look pixelated when streaming a fast paced game like Overwatch (at 60 fps).

Any ideas why 1500 bitrate is a "sweet spot" for me? I've tried all the different countries and they won't allow more than 1500 bitrate, unless I want constant buffering for my viewers, which I don't.

different ingests do not matter. the thing is, low view streams all go back to the Francisco web server and is where those are watched. once you hit a certain amount of viewers twitch (or permanent for partnered) will give you transcoding which does two things. it replicates your stream for more locations around the world, and the second it is allows for high medium low and mobile video qualities. both will prevent buffering for most users.

1500 isn't your sweet spot, 1500 is theirs. I would bet if you keep streaming at a reasonable bitrate your viewer count will grow and you will eventually be able to raise it.

you can raise buffer/bitrate on the fly. raise and lower depending on the viewers recommendations. do this 100 at a time. as you get more viewers you can raise this up a bit. I'm talking 25-50 viewers.
