Any particular reason you elected to specify a different size for the buffer than the max bitrate? Secondly, Q-10? At 1700 Kbps? Not going to work.
You may want to surf on over to testmy.net, run an upload test to a server near you, to get a somewhat reliable sense of what your actual upload is like and then go with a max bit rate (and buffer size) that is reasonable within that upload rate and I would suggest ignoring Q-10 completely. Over Q-7 the difference in quality is very hard to spot but the increase in bandwidth is very easy to spot. So, do a Q-7 at, say, 80% of your actual real world upload speed (80% to err on the side of caution) and see if it still drops out.
