Question / Help Stream and recording lags

My stream looks fine to me, but other people viewing it complain about it lagging and stuttering a lot.
So I decided to try and record instead, but it really does stutter and lag.
Apparently this is how other people viewing my stream saw it.

How do I fix this?

I have tried to optimize my settings to fit my bandwidth etc.
But nothing seems to fix it, and I don't understand why.

Any help is appreciated.
