I'm trying to record myself playing The Sims 3, but when I play back the video, it just shows a screenshot and the video is a lot shorter than what I actually recorded. I made sure to use hotkeys that I don't use in the game. I know I did not press the hotkeys before I wanted to end the video, but the video stopped early anyway.

As the penultimate line says, your encoder lags due to too high parameters & then skips 99.29% of your frames...so nearly all !
And to be honest, your rig seems too light to record in 720p, try instead 480p
Try to change these ones to begin:
  • Output resolution: 800x480
  • Bitrate & buffer: 1500
  • Keyint: 2s / 60frames

Thank you. I don't really know anything about the technical side of this. I know how to change the bitrate and buffer, but could you tell me where to find and fix the other ones?

Output resolution is to be set in Settings > Video > Resolution Downscale
For bitrate/buffer, go down to 2000 actually.
For Keyint, do you want to just record locally, to record to put online (ex: Youtube) and/or to stream online (ex: Twitch) ?

I'm just trying to record locally to windows media player and then send it by email to my cousin.
Also for resolution downscale I don't have 800x480. It says:
1024x768
818x614
682x512
584x483
512x384
454x340
408x306
372x278
340x256

Your CPU is a SUPREMELY low power chip. You are not capable of recording even 480p video. Even if your chip's clock rate was high enough, your load likely makes it draw too much power for its TDP-locked package, and it would downclock under load.

Basically, your PC is just too weak to record video using CPU-based recorders.
