Again short story short it not working on local recording no matter what I do!
1. Try MSI afterburner or some other program to limit FPS
Well I did, and guess it doesn't recognized it. Keep popping up a message.
1A. Delete it, reinstall and ignore message
Did it and two you can't ignore while in game or it crashes.
2.Try using lower in game settings
Tried that also does not matter if I run it on highest or lowest setting, I am still getting a lot of in game FPS issues.
3. You can't record in 720p
It ran better when running test in 720p anything lower it either crashed game or was really bad in FPS in game, it way it still is very framy in game. It does not matter what setting I put obs in.
4. Try uninstalling and reinstalling both game and obs
I did that and nope. all it did is waste my time.
5. Try removing monitor capture
Did that and yes it did help but still was very bad on in game FPS.
6. Use scenes you only need
Did that and really did not matter if I had 20 or 3 scenes, it still runs like garbage.
PLEASE DO NOT THINK I AM BASHING ON OBS, it ran before I swapped out graphics card.

Here is my recent attempt:
