Question / Help Steam/Recording lag but NOT ingame

Hi,
Does anyone know why my recording/stream could be lagging/ having instances of freezing for a few seconds, even though I am not lagging in game? I have an i7-3820, so I really do not think it is my processor..

Did you find a solution for that or why it's happening? I have the same issue when recording locally the game Rocket League. In-game there's no lag, but the output video loses frames and there's stutter.
