Question / Help static flickering along with computer lag

hey there so as far as ive looked i cant find a similar issue to mine within the forums or elsewhere. my issue is primarily that whenever i preview or stream using obs my computer slows down and my internet kind of shuts down. i saw someone say he "turned off his 3d" and that fixed it but no explanation of how or where to do that. i tried to use multiplatform in stead for a little and there was an option to change from direct 3d 11 to opengl. when in opengl there was audio but no video. so i switched it back and now have both multiplatform and original windows 10 edition installed. when i went back to 3d11 the video came back but now with this intermittent static fuzzing of the game play screen but not my facecam. i uploaded a vid on youtube of it so you can see what i mean. any and all help is appreciated

i am fairly certain it has to do with my specs/video card settings and not so much an OBS issue

might also be worth mentioning when i go into my radeon settings program when i click display, the settings program insta-crashes

specs:

AMD Radeon R9 380

its a new computer that has the specs to stream im pretty sure i just dont know why OBS crashes my comp whenever i try to preview or stream something

You need to use multiplatform and the multi-adapter compatibility hook in the game capture. It's a problem with the R9s and their in-card texture compression when dealing with OpenGL.

This fix will NOT be coming to the legacy obs.

There has been an issue for the 285/380/380X and articfacts only showing up on recordings. I've heard the root of the issue is with the following combination: Windows 10, OpenGL games and the above GCN 1.2 architecture. you could attempt a driver update to the newest you can find.

the system lag is due to your really weak CPU. feel free to try VCE instead of x264 in OBS multiplatform, but also note that you cannot use the 0 buffer to force CRF (at least I don't think you can)

thank you for the responses and after checking marking the multi adapter compatibility in game capture this has helped a lot. in refrence to the VCE instead of x264 im not quite sure how to go about that. research online has yielded some conflicting confusing things. so where do i go to switch this setting or how do i do it?

EDIT: i now realize that VCE stands for AMD video coding engine and am able to find it under output in OBS multi[platform
