Question / Help Starts out smooth, Randomly goes choppy & requires stream restart

OK, this is a bit of a weird one.

We're trying to stream a webcam-only stream (live artwork) using the latest version of OBS with the Logitech C920 webcam. The stream will be going wonderfully, and then randomly it will get VERY choppy (as in something like 0.3 fps) and requires a stream restart to fix it. It doesn't happen at the same time and sometimes, the stream will go perfectly fine without any slowdowns.

We're using the latest logitech drivers, and the latest version of OBS. We have tried both 64/32bit.

Our pipe is 20/6, which should be sufficient. will list all the things we've tried below:

In the main OBS settings:
Bitrate - tried it from 500 all the way up to 4000 with the same results.
Resolution Downscale to 720p
x264 preset from fast to ultrafast
Encoding profile main/high
Set the keyframe to auto
disabled/enabled CFR and CBR

Note: we didn't do all of these at once, we would try one thing, and do a test stream, then put that setting back to how it was and tried other settings.

In the Video Capture Device settings:
Custom resolution - tried a few of these from 480p up to 1080p
Tried different output formats
Tried buffering

All of the auto settings on the webcam (autofocus, autoexposure, etc) have been turned off.

System specs:
Gigabyte GA-990FXA-UD3 motherboard
AMD Phenom II x4 965 BE CPU
8 gb gskill 1600mhz RAM
OS/apps drive is a Samsung 850 Pro SSD
Gigabyte GTX 480 GPU
750w PSU
Logitech C920 webcam (tried it in both USB 2 & 3 ports)
Windows 8.1 x64


When it's working, the picture is gorgeous and the framerate is smooth. But seemingly randomly it'll decide to turn into a webcam from 1992.

Attached are a few log files. (I ran them through the log analyzer and didn't really see anything)

EDIT: We have also tried different streaming software.

For one, you shouldn't be doing 1080p @ 30fps with that cpu.
Also, lower the webcam resolution to something appropriate, since i'm assuming it's just gonna be in a corner.
 
In my initial post I point out that it is a webcam only stream (ie, full screen) and that we have tried multiple resolutions.
