Yes, broadcasting music videos (and copyrighted music in general) would be infringement if you don't have permission from the artists.

You'd be surprised at how many people don't.

OBS has the capability to broadcast in 320kbps AAC, so it would be up to the service that you broadcast to if they have any limitations on what audio bit rates they accept. Most sites don't have any limitation, but some do.
