Question / Help Some questions from begginer streamer

Hello i want to start streaming, Today i've launched a test stream, done all the overlays etc. and told my friends to check the stream. I had a problem with buffering(twitch of course). They've told me my stream is practicly buffering all the time.

After a few hours of changing the settings stream looks stable, but quality was not as good as i'd like to have. I know that this buffering may be caught by low upload (Only 1mb/s).

this week im getting a new computer, so my question is: Can I get better quality on a better pc with the same upload?

My actual setup: Intel core 2 duo 3ghz, 4 gb ram, HDD, and geforce gts 450
My future setup :Intel core i5 3570k, 16 gb ram, ssd disk and gtx 770.
 
Hello, I'm not sure if I can really answer this question but I also started streaming like a week ago. I have 0.81mb/s and people have told me my streams look fine(not HD, but fine enough). A better PC might give you better quality (60fps, no lag) but it might also have to do with your settings. Try setting your max encoding to 400 or 500 and give it a go. Again, I'm not really sure I'm qualified to answer this but I use 400 and it looks good.
 
Okay then. Can you tell me your core settings? I mean I'll be glad to see the options i must change to make my stream better

Use CBR*
Enable CBR Padding*
Max Bitrate and Buffer Size: 400

Video
1280*720
Resolution Downscale: 2.00
Filter: Bilinear
FPS: 30

Advanced
Use Multithreaded Optimizations*
Process Priority Class: Normal
Scene Buffering Time: 400
x264 CPU Preset: veryfast
Encoding Profile: main
Keyframe Interval: 2
Everything else unchecked.

Those are my settings, hopefully they help you get a better stream.

Thanks a lot, and I've got one more question. If i want to increase quality a little bit, which one option should I increase?
