Question / Help Some games stutter at good FPS

Earlier today, I tried to stream CS:GO for the first time. I have streamed other games, but they have all been 2D. I can run FPS's perfectly fine at 120+ FPS almost always. 2D games run perfectly well, at 720p and 60FPS which are my setting. But when I tried to stream CS:GO, I was at above 60FPS the entire time, but my game felt very stuttery and laggy. I have tried both window and game capture with it at fullscreen, and windowed fullscreen, but they all had the same effect. Why is this, and can anybody help???
 
Letting the game's frame rate go uncapped is probably a contributing factor. CS:GO will try to render at up to 300 FPS even if the majority of that can't be displayed. Try enabling vsync, or using the fps_max cvar to cap your frame rate somewhere close to your monitor's refresh rate, so that your CPU and GPU aren't saddled with a ton of extra unnecessary work.

I tried using V-Sync at both Double Buffered, and Triple Buffered, which were the only options. Neither of them did anything. My monitor has a 60 refresh rate, so I will try the fps_max cvar. Where do I enter that in?
