Question / Help Slight Video Delay?

So I've only been streaming and attempting to record videos for a couple of weeks now and I've noticed that my webcam is slightly ahead of my video capture. I'm using the elgato 60 with Logitech HD Webcam C270 .
I assume that its the video that is delayed because my reaction and voice from the webcam is coming before the video, its not a huge delay maybe around .5 seconds but it gives away what happened to my viewers before it actually happened.

I don't think its because of my PC specs but here they are just in case.

I can't seem to find a setting to delay the webcam of some sort, Is there a plugin for that or I might just be overlooking the settings.
