Question / Help Slight Lag when livestreaming

I been livesteaming eso and I was checking my quality, its okay, but when I full screen the livestream on the other monitor so I can have a side by side compairson, I sow their was a slight lag/hi-cup every 1 to 3 seconds

How can I fix this?
