Normally to use Skype with OBS you would be in a video call between the machine running OBS and Skype and a remote machine.

If there's a Skype call going on between two different remote computers, there's no way to capture that with OBS on a third machine, with or without NDI.

Can you describe what you're trying to do in a bit more detail?

My requirement is as below

- I am at one location
- My friend at other location
- we both are connected over skype
- I am broadcasting Live using OBS
- I want this skype conversation to be live in OBS

Enable NDI in Skype

https://www.skype.com/en/content-creators/

Install the NDI plugin for OBS.

https://obsproject.com/forum/resources/obs-ndi-newtek-ndi™-integration-into-obs-studio.528/

Add an NDI source to your OBS scene, and in the properties for that source, select the feeds made available to you from Skype. (Call must be active I believe).

NDI needs to "be on the same network" to use two copies of OBS with the plugin to send audio and video to each other.

In this case, you are sending audio and video between two applications on the same computer via NDI, which is the same thing as being "on the same network". The fact that the other Skype participant is at a remote location is not relevant to the NDI plugin, which will sending audio and video from Skype to OBS, both on your local machine.
