Question / Help Skipping frames taking to long to encode

I need some help on this Im using 30 frames and using "standard" quality with my elgato game capture hd to stream twitch

twitch.tv lags when I stream
But no lag on OBS


my specs

AMD a10 Radeon HD Graphics 2.30 GHz

6.00 GB of ram
64 bit operating system

Actually, he's trying to help. Without a log file, it's difficult to really be able to determine what's going on with your configuration or with your system. A log file gives better system statistics, and also gives detailed information about your stream settings and performance, information we need to be able to figure out what's going wrong with your configuration or system.
