Question / Help Skipping frames / duplicating frames?

First post on the forums here and I could use some assistance. As of the .571 update it seems that my stream will stutter and I'm not sure if this is caused by duplicated frames or if it's skipping frames. (as the log shows skipped frames due to encoder lag when at 60fps) I've tried several different approaches to try and fix this issue by lowering the resolution and framerate down to 480p at 25fps as well as using the superfast x264 preset and the problem seems to still be there. I've attached a log file from recent tests even though short the problem starts immediately. First, I thought it was just a BF4+OBS issue then realized the same thing was happening while I was streaming Super Meat Boy. Thank you in advanced for any help you all give.

In your log file, skipping frames seems to almost never happen as far as I can tell, it seems to never happen at more than 0.11%, which is pretty much almost never. And those times probably could have been anything (like alt-tabs or general system lag)

BF4 also uses a heck of a lot of CPU - it hasn't been easy to stream for most people.

I have no idea what could be causing it as my logs aren't really indicating much of a problem. My preview screen seems to skip a frame every 15 - 30 seconds or so and it reflects in my stream as well. I've tried watching VoDs back via VLC and the same stutter/skip or whatever it may be is still there. I can live with it though, it's nothing serious.
