Question / Help Skip frames while is not updated??

Hello. I got problem..
I play old game: Industry Giant 2
But every time when i start stream, game flickers.
Game dont have windowed mode, so im trying just record monitor.

I think game using DidrectX7-8 so i tested Bandicam software.
And there is function: Skip recording while frame is not updated.
So i was able to record, but couldnt live stream..

Can someone help me?
Maybe in OBS exist similar function (to skip frames while recording)?
 
Could you make a video of it and upload it somewhere such as to a twitch vod, or youtube?
