Question / Help Short freezes every 3 seconds

Hey,

im streaming since a year and never had problems. after a break of streaming, i updated OBS and streamd with my old settings. there are freeze spikes every 3/4 seconds for a shot period of time. like +/- 0,5 sec. I tryd much at my OBS settings: lowered bitrate, lowered audio, turn off Vsync (igame and nvidia settings), unchecked video local safe. nothing helpd me out.

i could also post my stream here. you can see the freezes there every seconds for the whole recording at this week.

IPS upload: 2,5k kable(i tested its good around 2,3-2,5k)
