Heya.

I recently upgraded my PC with a 4690k, 760, 8GB RAM etc.
So when I try to stream 720p 60fps, I get roughly 200~ fps ingame, with low settings and a fairly low resolution. However, with my old rig I got even higher FPS with much worse components. I might also add that NVENC gives me the exact FPS as streaming with x264 CPU.

Streaming with 3000 bit/buffer.
720p 60fps
Processpriority Normal
x264-preset veryfast
Using CFR etc.

What might be the issue? 200-250 fps is fine, but It's way lower than I got with a much worse rig.

350 fps is not low. It will stress the cpu more. But i guess if you don't have stuttering ingame its fine.
Also you didnt mention your old pc's specs

I5 2500
Same GFX, 760
Shit mobo etc.

Not a whole lot changed, the biggest change was the CPU.

And what exactly is the refresh rate of your display again?

144hz. Don't necessarily need more FPS, I just find it really odd.

It's not odd.

CSGO will eat cpu time unless you cap the fps.
OBS needs a lot of cpu time in order to do the encoding.
