Question / Help Severe Bit Rate Loss

I have been having an issue lately where my bite rate will suddenly drop to zero for several seconds every few seconds and I will eventually be disconnected. Even when I have it set on a bit rate that remains constant, it will eventually drop to zero either cause sever frame loss, or cause my stream to disconnect all together.

It may or may not be my ISP. They just fixed a severe upload issue that I was having, but the tests are showing that I am getting 5 upload which is what I pay for. I also checked for package loss using the website recommended in the frame loss topic, but it shows that there is no shaping on my upload, something that it was showing when I was previously having upload issues.

I am wondering if it may be a few things, so I will just list them here and see if anyone agrees or disagrees.

1. It may be my modem. I have a Motorola surfboard 6121. It worked well for me when I had comcast, but one thing the time warner reps were mentioning was I was having packet loss with my ipv6 and they suggested that I turn it off from my modem, however this particular model does not allow me to turn it off. I don't know if they packet loss is still taking place, but I would assume not since there was no packet loss on my upload test.

2. There is no mid west server to twitch anymore. I used to see solid connection when using JTVping to Ashbury and NY, but ever since the chicago server shut down, I get better connection to Miami and Dallas. I'm thinking that the traffic that these servers are picking up, plus the distance I have to stream to Miami and Dallas is causing terrible stream jitter and forcing down the bit rate. If I run JTVping for an hour, I might have two or three decent looking connections, but as soon as I start streaming to a server the jitter on it will jump up to 100ms or higher.

What are my options. It shouldn't be any kind of hardware issue. I streamed all the time when I had comcast. Even before my upload issues with Time Warner, once I dropped the settings down I was able to stream with less than 10% frame loss during peak hours.

Any incite would be helpful.

I'm really starting to lean towards it being a twitch issue with their servers. But if it is something that I can solve now, I want to do it.

And that was the best stream I have been able to have. Started at 9am when the servers were not overly congested. It doesn't matter what server I stream to either. It will show that I have a 50ms connection, but the jitter will be anywhere from 20-100.
