Question / Help Setup problems

Okay so when I attempt to stream I keep getting massive frame rate drops. So that begs the question did I set up OBS wrong or can my comp not handle it.
My computer specs are
OS:windows 8.1
RAM:8gb
graphicscard: geforce 760
processor:i5

Duplicate frames look ok at .5%

However, you are trying to encode 1080p30 on an i5, and I assume that you are playing the game on the same PC. I would recommend downscaling to 720p60 or if you want more quality 720p30. i5's cannot handle 1080p at any FPS really.

thanks for the advice however I am unable to figure out how to change the quality to 720
