i need someone to help set the best possible without overboard fps lose with streaming

Have you tried the estimator? https://obsproject.com/estimator give that a shot and post a log file if those settings doesn't work out.

Try downscaling from 1080p to 720p, streaming at 2500kbps, 30fps and using the faster preset.
