Question / Help Settings with really bad upload.

Hey I currently have 0.6 upload however have a pretty decent laptop what would be the optimal settings?

A better connection. Really. There's nothing you can do with that little bitrate. Even 1mbps is tough to work with and has to be cut back significantly... and you have about half that.
