So I was trying to record in 60fps, and I have the same exact settings from when I uninstalled the software. I re-installed the same version like an hour later, but yet it only records in 30-45fps?
My settings are this:

Quality Balance: 10
Max Bitrate: 1000
Custom Buffer Size: 0
Video:
FPS: 60
Advanced:
Process Priority Class: High
x264 CPU Preset: ultrafast
Custom x264: crf=22
PC Specs:
GPU: NVIDIA GeForce GTX 745
CPU: 4x Intel Core i3-4150
Nothing has changed since I uninstalled and reinstalled the program, I haven't changed any settings. Any help?
