Question / Help Settings I should use for suckish internet?

Yes my internet sucks and I can't get a upgrade or go to anyone else since no one else but Centurylink offers internet where I live. Maybe in a year or 2 I could get better, but I really want to live stream so badly. So could anyone suggest what my settings should be for OBS that will be at least decent for twitch? I would really apperciate it. Also if you need to know about my computer build I can share the screenshots below!

You could give a try at 500 bitrate and downscale to 480p 30fps, try faster or fast preset on CPU(x264 CPU Preset) -If you get red texts warning of taking too long to encode then set back the cpu preset at Very Fast-
You will have to do several stream tests to be certain if it works or not.

Could you show me exactly where I should edit that and such in my settings? I am still a bit of a newb to OBS, sorry. Haha :P I had someone help me with my OBS settings before but it causes lag on my stream. I could show you what my settings are at right now sec.

-Leave everything at default(everything is already set to Twitch rules for streaming) - as in use CBR + enable CBR padding, and set the video enconding bitrate to 500, oh lower the audio bitrate to 96 so you get more bitrates spent on the video.
-Downscale to 480p, - you should test which looks better for you from either billinear / nicubic / lanczos
-Don't use any custom x264 encode settings, stick to x264 CPU Preset: VeryFast(you can test: Faster or Fast). Use CFR

Do several test streams to see if you can handle the 500 bitrate, if you can as in no drops in frames... then you try testing on local recordings changing the x264 cpu preset and the downscale video "billinear / nicubic / lanczos" to see which looks better.

Do not use any art overlays, just do the game only and mic... since your uploading speed is limiting you heavily
 
Kinda forgot you have a GTX 760, you could test instead of using the x264(it uses your CPU to encode).. test Nvidia NVENC(it uses your graphic card for the encoding) however the downside is that its lower quality compared to x264 but your cpu will be free for your gaming while recording/streaming.

I used x264 and it turned out great! Thanks for the help sendblink! I lived streamed a bit earlier and it turned out great! Thank you so much. :)
