Question / Help Settings for streaming CS:GO

Hello everyone! I am having troubles with the options for OBS in CS:GO streaming and I am looking for some help. My PC specs are:
I3-4330
R9 270OC GIgabyte 2GB GDDR5 256bit
Monitor - 1680-1050
4mbps Upload speed
My problem is that I am getting lag in the game and a message showing "Warning - High Encoding"

Yep. You have an i3. They're budget-grade chips. You aren't going to be able to do much with that. Try downscaling 360p@30fps, 1500kbps bitrate, with the x264 Superfast preset.

But the quality is going to be really bad :( And I want good quality for streaming... Is there another way I can fix that?
P.S Should I use the integrated HD graphics for recording games ?

i3 isn't really strong enough to record games; especially not using integrated. If you're serious about recording, you should pick up a relatively recent i5 or i7 chip and also a good GPU.

Upgrade your CPU. The one you have is extremely weak, and real-time video encoding is extremely CPU-intensive.
You aren't going to get good quality out of a bargain-basement economy chip.

I seem to be having a lot of trouble getting the desired stream settings so that I can stream 1080p 60fps on youtube gaming. My computer and internet specs are as follows. I have a Asus G75VX intel core i7 gaming laptop with Nvidia GeForce GTX 670MX graphics card and my internet speed is 62.04mbps download and 6.32mbps upload. now seeing that I have a beefy computer and speed I still get high encoding warnings no matter what I set it on. can you help me find the right settings for what I am trying to stream. I stream FPS games and Open world almost like RPGs. So thank you for taking the time to read this.

Finally I found the right settings for streaming. Who said it is impossible???
Look at 11:29:51
I think the problem was with the high bitrate and my low upload speed.
