Question / Help Settings for 0,5 MB/s stream?

Good day!

Before all that - Yea, my internet connection is pretty much of slow. Same probably goes for my PC. Still I would like to setup a low quality stream. Usually, when I stream (streaming Dota 2), the stream is heavily pixelated, without me getting ingame ping, and if I set the buffersize higher, I get huge ingame ping (up to 700+?) and the stream still is pixelated. So I would like to ask you for some settings :b (I used the estimator earlier)

My Setup:
-Intel Core i3 540 3,07 GHz (overclocked to 3,2)
-Nvidia GeForce GTX 470
-Speedtest (While playing Dota): 8,59 down, 0,48 up
-Speedtest (With Dota being closed): 12,32 down, 0,5 up

you pretty much already answered your own questions.

1st gen i3 is more than just bad for streaming no matter what resolution especially if you are using the slower preset
-stay on veryfast preset.

-20fps and 480p

and if you already run into those kind of pings with a 300 bitrate which is 60% of your uploadspeed shouldnt result in such a high ping spike. that pretty much means lower your bitrate even further not much you can do with that internet and hardware you got going there :/
