Question / Help Setting video quality

I don"t know how and where to set this settings.
I want to put the video in 720p for Youtube, but I can only post with 360p.
How do I do all that?

How long after uploading are you determining that it's only 360p?

If the video recording you're making in OBS is 720p (settings - video, resolution dowscale reads 1280x720 in the brackets) then you probably need to wait longer for youtube to finish its processing.
