Can I lower the resolution of LoL? I'd give me a lot of FPS but would it look well on stream?
Sure, if you don't mind. Just lower it to 720p as well. And then obviously disable the downscale in OBS. But yeah, that would look just fine on-stream. In fact, streaming a game in its native resolution does tend to give the best overall quality. Since applying a filter does have an effect, no matter how good the filter is.

So, if you don't mind playing it at 720p... wonderful. 1600x900 is also a good one. And the downscale would be 1.25 in that case.

The in-game resolution would have the most dramatic effect. If you're OK with playing LoL at 1280x720, set it to that. And then disable the downscale in OBS. So it would be 720p for you and 720p for your viewers. Unfortunately, LoL is easily the most intense task of the 2.

Playing on 720p is terrible. Tomorrow I am going to experiment with it a bit. Does changing stream to 30fps change anything?

Have you tried this? Generally a game played at 720p looks worse than a 1080p game streamed at 720p, with good downscaling filters that is. More detail is lost when not rendering high detail, than when rendering high detail, and scaling that image down.

While sometimes it might be required to do so due to performance issues, playing at lower resolutions does look worse, and preventing resolution switches is also worth something.

Yes, I have actually tried this.

Edit: Hmmm... just tried it in a different title (A Game of Dwarves) and downscaling to 720p did look better than native 720p that time. Maybe it's just the one title that is annoying (Guild Wars 2).

Since I am not really talking would lowering the sound quality give something or would it ruin the game sound quality?

If you're talking about the sound quality on the OBS level -- It would not improve your framerate in-game, no.

If you're talking about the sound quality in-game -- That might improve your framerate in-game. But not really by all that much.

Can anyone help me for streaming, I'm still considered new. I don't know whether I should use 60fps or 30fps. (1080/720). What bitrate is recommended?
My specs
AMD FX 8320 @4.2GHz
8GB RAM 1600MHz
GTX 650 Ti Boost OC 1GB

I also play on a 32" Smart Tv, will that affect any settings?
