Question / Help Setting up OBS [Tried everything]

Hello!

So I have been trying to get a decent stream for ages, im going to do this short cause I bet you admins read a lot of these...

My download speed is around 30Mbps & my upload speed is around 10Mpbs and im on 15 ms all the time. All of this
is in my eyes fairly good to be streaming a high quality stream!

My computer specs are:

GeForce GTX 770
Intel(R) Core(TM) i5-4670K CPU @ 3,40GZ
Ram: 8 Gb (duo)
Windows 8.1
So on so on....

By all this I would say i have a pretty decent computer, not on the top but once again enough to be able to stream good.

When analyzing the logs through the program I get some information that my ms is far far away from 15ms, it says its about 886 ms, which i cannot see when checking on speedtest.net. I downloaded the program JTVPing so check the connection to my server and the Stockholm server which im using is the best (no suprise). So what can this mean?

So all this leads to when im streaming on the default twitch and Obs recommended settings i cant get a clear quality of the stream and its a bit laggy and pixels appearing sometimes. I have changed the bitrate so on and on.

All this leads to "what im doing wrong"?
And if this in the end is a settings problem I would be glad to take som recommended settings from anyone who has about the same computer and internet speed as me, or if anybody could figure out what settings im supposed to use?

The latency of your connection to an ingest server doesn't have any effect on your video quality, and would only be a problem if it caused you to drop frames. The quality is poor in some places because 1080p30 at 3000 Kbps just doesn't look very good for high motion games. Pushing it an extra 500 Kbps to Twitch's maximum of 3500 won't help either. If you aren't playing a slower-paced game then you should use the resolution downscale option under Settings > Video. A lower resolution stream takes fewer bits to look good and is less work for your CPU too.
