Question / Help Seeking Advice for Local Recording Settings

I am making this post to ask about setting up local recording settings. I am planning to start recording 3DS gameplay footage (I use Katsukity's 3DS capture card), but I don't think my laptop is capable of handling 720p/60fps or 1080p/60fps.

To start off, here are my settings.

Encoder: x264 (other options disabled)
Use CBR: Disabled
Quality Balance: 10
Max Bitrate: 1000kb/s
Use Custom Buffer Size: Enabled
Buffer Size: 0 kbit

Audio Encoding
Codec: AAC
Format: 48kHz
Bitrate: 128
Channel: Stereo

Video

Base Resolution: 1280x720 (intended to be 1920x1080)

Resolution Downscale: None
FPS: 60
Disable Aero: Enabled

Advanced

General
Use multithreaded Optimizations: Enabled
Process Priority Class: Normal
Scene Buffering Time (milliseconds): 700

Video
x264 CPU Preset: Ultrafast
Encoding Profile: Main
Keyframe Interval (second 0=auto): 0
Use CFR: Enabled
Custom x264 Encoder Settings: crf=20

The following settings were tested before, with minor "High CPU usage" warnings during test settings. I have heard that 60fps recordings require up to 3000 to 4500 kb/s, but I would like to test it soon.

The following are my laptop's specs.

Model: HP Pavilion dv6
Processor: Intel Core i7-2630QM CPU @ 2.00GHz
Display: Intel HD Graphics Family / Radeon HD 6490M
RAM: 8GB

Are there any recommendations for optimizing my local recording settings for a 720p60fps or 1080p60fps recording smoothly?
 
It mostly looks like it's running slowly because you have Aero disabled, which makes Window capture run slowly on Windows 7. Try re-enabling that.
