Screen Recording Stuttering

Hello Everyone!
I hope you are doing great!

So I am in a new computer and I am experiencing some issues recording videos or clips from movies that I need to use for reference for a project. But all the recordings stutter and lag a lot, the video sometimes even speeds up or down in some places.
I am confused since this new computer is considerably more powerful than my previous one and even with the same settings I never experienced stuttering.

I tried using window capture instead of screen capture and playing around with bit rates but nothing has worked. any ideas?

Here is something interesting to ask. Do you have Bitlocker enabled? If so....then on an elevated command prompt, type in manage-bde -status. Are you using AES-XTS 128-bit or 256-bit encryption? If you are not using Bitlocker or are using 128-bit encryption, then the CPU is handling a ton of encryption tasks. If you are using 256-bit encryption, then your motherboard's crypto engine (or your motherboards SoC hardware) to perform the encryption tasks, thus taking it away from the CPU.

I found that OBS encodes and performs better when the disk is encrypted with Bitlocker and AES-XTS 256-bit encryption.
