Does anyone know what can be causing this? I can't figure it out for the life of me, would love help ty.

Could you a bit more specific, do you mean the preview and stream both freeze? Does the application freeze? What exactly is going on? Posting a log file with a more detailed description could help to figure out what's going on specifically.

It freezes on both, when I preview, and when I start streaming.

you try to stream on an dual core with kinda crazy settings bro... you should be happy if you can stream 720@30 which i already highly doubt :(

okay so I got everything else figured out but what do I need to upgrade hardware wise to be able to stream at higher FPS? Cause right now it's at 20 and it skips frames.

Unfortunately there aren't really any good upgrade paths available for your system. You would want to get a better CPU and a decent GPU before streaming becomes a more realistic goal, but from a bit of Google'ing the best you can do with the FM1 chipset that you have is the AMD A8-3870K, which is still relatively weak.
