RTX 2070 - Very Laggy and Fuzzy resolution.

I've been attempting to fix this on my own for weeks, but it just doesn't work, I've reinstalled the software, auto optimised, played with bitrates, different encoders, rescale outputs and everything I can think of. When I stream, I drop so many frames, same with recording. The video is fuzzy, will jitter and cause my games to lag very hard. These are my pc specs:

Intel Core i7-6700K @ 4GHz
16GB DDR4 RAM
RTX 2070 Graphics Card
2560 x 1440 144Hz Display

Just wanted to add also that when using shadowplay rather than OBS, I have no issues, clear image and no lag and only slight fps drops. The issue is that I find Shadowplay's overlay function very clunky and would prefer to use SLOBS/OBS
 
Use tools / auto configuration and pick the hardware encoder to get some good baseline settings and make sure you run OBS as admin.

Have done all of this already as I've said, use the auto configuration countless times and tested each encoder.
