Resolution on Microsoft Surface 2 tablet

I'm working with the camera input. The tablet has a screen resolution of 2160x1440. This is 3:2. I can choose this resolution in settings/video but I still have black stripes on top and bottom in full screen mode, looks like 16:9.

Any idea how to fix this?

I want to enter the 2160x1440 resolution with 2:3 and I can do this. But it shows a not fitting 16:9 resolution with lower quality.
