Question / Help Rescale Output

I see this option in two tabs. In the Output tab and the Video tab. I'm setting up for twitch streaming. Can someone explain to me what the difference is between these two downscale options, which one should I be changing, etc? I'm a bit confused.

My monitor is 1440p so I was assuming I need to reduce this to 1080p/702p to get a little better performance out of my PC?

Specs:
cpu - 4770k (not o/c)
mobo - ASUS Maximus Hero VI
gpu - 980TI (not o/c)
Windows 10 (up to date)

Rescale only available in Output section and it applies to values already specified in Video tab (some kind of "second" scaling).

If you setup Settings>Video>Output (Scaled) Resolution to 1280x720 then it can reduce CPU usage in case of software x264 encoder. The lowest impact on your system is when Base (Canvas) Resolution = Output (Scaled) Resolution = input (game) resolution.

See, Rescale Output doesn't seem to be working. (there is some screens too)
