Question / Help Res Downscale/Pixel issue

So simply enough, I play pretty much all my games on a 4:3 aspect ratio (usually at 1024x768).
The thing is if I don't stretch the image over the whole screen and ignore aspect ratio, there comes black bars.
And if I do stretch the image, you can visibly see the pixels and the quality of the video becomes terrible. Help please?

Black bars are normal when there is an aspect ratio mismatch, there's no problem here.

Yeah but as I stated, I haven't got black bars.
