Question / Help Requierments for good stream - Giving a hand up

Im trying to help my good friend start a stream on twitch. He is an amazing gamer and tactition. I'm trying to help him get set up. He is currently using a 21" CRT monitor and a decent gaming computer for 3 years ago. He is using a 2mb up internet but it upgradable to 5 for $10 a month more. The computer is a 6 core Amd with 4gb ram and a 1GB ATI video card. Windows 7 64bit. I had him install open broadcaster and attempt to set it up. I was watching at home but it was very laggy and jerky. It also caused alot of game proformance loss and ping was poor in game.
I am willing to send him my old monitor, 21" LCD but i am not sure streaming in proper formating is going to reduce his jerkyness... Oh gurus of OBS, drops some gems my way? (new computer is not something i can afford)
Would like to stream solid at 720 if not 1080p

It depends what upload he has, if you can give me a figure of his upload speed I can help him to start streaming in no time. :)

Currently he has 2MB upload. We can upgrade it later if needed, hopefully he can pull $10-$20 needed for the monthly cost to cover it.

2MB is great for a 720p stream! He will want to set his encoding rate to either 1250kbps or 1500kbps and make sure he is using CBR. Also for the compression rate if he has fast powerful pc set it to slower if not then set it to faster or somewhere in the middle. Keep the buffer rate the same and you should be flying! :)

Ok, great. I cant wait to try that! Do you foresee any issues with the resolution he will be gaming at? 1050 not 1080?

No if he games at either 1050p or 1080p it doesn't matter because OBS will downscale it to 720p as long as he selects the resolution he wants to downscale to. Any problems just ask :)

Ok he says with these settings he is getting low fps in stream. What should he be getting fps wise? What should he set it at? He says he has it at 60fps now and he gets 70 in game

He should set his FPS to 30 in OBS to balance it out. 30 FPS is the default for every game you play, so will look really smooth.

He says its not bad now. there is a bit of chunk in game tho, i told him to adjust the slower/faster setting to get the chunk out. He did and says the stream took a hit in quality and is now blurry? I there something lacking?

He should also set his keyframe frequency to 2 seconds, no higher! For the blurry part, it is the encoding rate. Tell him to set it to slow and then work down from there onwards, he will find what looks best.
