Question / Help Recordings get squished

Okay so streaming everything is fine, but the recordings are messed up. The recording looks like this.

I have downscaling on. I turned it off and i still get the same results. I switched the file type from mp4 and flv and same results. I tried with my capture card when recording/streaming on consoles and it still squishes it when replaying the recording.

I have tried game capture for pc games same results. I will post my OBS settings in a little bit. Any thoughts with just this information?

Your screenshot is too small to understand what's happening. Most likely though your video player isn't handling the file properly, try using VLC.

Okay sorry about that. I attached all the screenshots if there is anything else that you might need please tell me. VLC seems to be able to play the file. Why is that all the other players squish it but vlc doesn't?
