Question / Help recording video - resolution changes each time

Each time I record video, the resolution changes. It started at 720p, but has dropped to 480 and now 360 without me changing anything in the settings.

Video settings:
Base Resolution: Custom - 1920x1080 - 16:9
Resolution Downscale: 1.50 (1280x720)
Filter: Bilinear
FPS: 30


What am I doing wrong?
