Question / Help Recording stuttering

Hello I have a issue with recording. When im done with recording and check the video its stutters like the fps of the video changes randomly and i also put in an editing software just to check and still the same stutter but sound is fine just the video part.

same I keep on having the same problem I have the same CPU The ryzen 5 1600 and 16 GB of ram/memory and a gt 1030
I set the frames to 30 FPS but when i rewatch the recording its like 2 frames basically
