Recording runs at a hilariously low FPS

A few things to note:
1. It wasn't like this before, I used to be able to record around 50-60FPS decently consistently. I don't know what happened, but I can no longer do that.
2. I tried using Windows Game Bar, it didn't record at 2FPS or something ridiculously small like my current OBS, but it didn't record nearly as well as how my OBS was back then.

Your integrated GPU is maxed out and OBS can't render and encode scenes fast enough. Running a game without vertical sync or a frame rate limiter will frequently cause performance issues with OBS because your GPU will be maxed out. OBS requires a little GPU to render your scene.

Enable Vsync or set a reasonable frame rate limit (60, 30) that your GPU can handle without hitting 100% usage.

If that's not enough you may also need to turn down some of the video quality options in the game. If you are experiencing issues in general while using OBS, your GPU may be overloaded for the settings you are trying to use.

Change your output FPS to 30 and rate control to CBR 4000.

Game from 2003, by the way, and I'm using Vsync. Everything was all well before my last OBS update, I don't know what changed but now it can't record properly anymore.

6th gen & older iGPU's are no longer supported as of OBS v28. Rollback to the last version of OBS 27 & the encoder should work again.

Okay, I tried rolling back to version 27.2.4, but some problems still persist. Do you have any recommended settings?

If you're not gaming at 1280x720, then change you're games resolution to 1280x720. Down-scaling from a 16:10 resolution to a 16:9 requires some work. QuickSync / QSV, CBR 4000. close all other programs. If your game doesn't require an internet connection, turn off wifi/disconnect the cord while recording. if still having issues, post a new log.
