When I watch the video I recorded with media player, I hear no audio. When I stream with the same settings, audio works.
When I put the video in vegas, it only gives an audio track that sounds like one of those old radio transmitting thingy and makes my ears bleed.

First: you need to set the audio encoder to AAC rather than MP3. MP3 is not a widely supported format for MP4s.
Second: you need to make sure you have codecs as well if you want more programs to open it properly.
