Recording Output Issues (Choppy Video)

Hello, I am experiencing some issues when attempting to record Counter-Strike on my computer. The game itself runs fine and the preview window inside of OBS appears to have no issues but the recording output itself is incredibly stuttery.

I have spent the last hour browsing online, and on this forum to try and find some answers and troubleshoot, if I had made any progress then I wouldn't be making this post.

Here are my system specifications:
OS: Windows 11 Ver. 22H2 (OS Build 22621.2215)
CPU: Intel Core i9-10850K
GPU: NVIDIA GeForce RTX 3080
SSD: Samsung Evo Pro 2TB M.2 SSD
RAM: 48 GB

Here are my windows settings:
GPU Hardware Acceleration: Off
Windows Game Mode: Off
Xbox Game Bar: Off

Here are some notes about my game:
Mode: Window Mode
RAM: The game uses 2.3 GB of RAM and my total PC use is around 15 when recording
Steam Launch Options: -high -threads 6 -allow_third_party_softwares

I thought initially it may have been my ignorance to the settings in OBS as I have never needed to adjust them after the initial setup wizard. The setup wizard itself was run with the application run as an administrator, and I have only run the program as an administrator when recording.

  • Type: Standard
  • Recording Format: .mkv (I have tried .flv)
  • Video Encoder: NVIDIA NVENC H.264
  • Audio Encoder: FFmpeg AAC
Advanced > Process Priority
  • Normal (I have tried Above Normal, and High)
Advanced > Encoder Settings
  • Rate Control: CQP
  • CQ Level: 20 (I have tried lowering to 16)
  • Keyframe Interval: 2s
  • Preset: Slow (Good Quality) (I have tried adjusting up and down)
  • Multipass Mode: Two Passes (Quater) (I have tried Full)
  • Look-Ahead: Disabled
  • Psycho Visual Tuning: Enabled
  • GPU: 0
  • Max B-frames: 2
Advanced > Video:
  • Renderer: DirectX 3D 11
  • Colour Format: NV12 (8-bit, 4:2:0, 2 planes)
  • Colour Space: Rec. 709
  • Colour Range: Limited
  • SDR White Level: 300 nits
  • HDR Nominal Peak Level: 1000 nits
Audio > General
  • Sample Rate: 40kHz
  • Channels: Stereo
Advanced > Sources:
  • Enable Browser Source Hardware Acceleration: Enabled
Video:
  • Downscale Filter: Bicupic (Sharpened scaling, 16 samples)
  • Common FPS Values: 60

Any help is welcome and appreciated.

Please provide the log file from the recording session.
Apologise I needed to search online where to go to find it, here is one from a recording where I am suffering from the same issues mentioned above.

If you're watching the video with windows player, please try using VLC player.
Also, you may want to enable windows game mode because it helps.
