Error: Could not initialize DirectX 10 on NVIDIA GeForce 9600 GSO. This error can happen for one of the following reasons:

1.) Your GPU is not supported (DirectX 10 is required - note that many integrated laptop GPUs do not support DX10)
2.) You're running Windows Vista without the "Platform Update"
3.) Your video card drivers are out of date

If you are using a laptop with NVIDIA Optimus or AMD Switchable Graphics, make sure OBS is set to run on the high performance GPU in your driver settings.

The log file says you are not able to load up DirectX 10, have you downloaded and installed the Direct X Package?
Windows 8 comes with DX11 as standard i think and does not include older versions which the install package delivers.

http://www.microsoft.com/en-US/download/details.aspx?id=35

Edit:
Direct X is to boost your graphics card the right way, only not all games and/or applications support version 11
Which is why that install package (See link) includes older versions as well for compatibility

Assuming OBS is DX10 rather than 11

Edit 2: Also, keep your graphics drivers up to date. It's a must when it comes to gaming

Oh, I am afraid on that PC you wont be able to run OBS. You need at least a (fully) DX10 capable graphics card.
Your Processor is also a problem, I would generally recommend to get a new PC before trying to record or stream.
