Recording low fps, but game isn't

I have genuinely no clue what to do here, I have searched multiple posts and all their solutions haven't worked. I have tried the auto configuration that hasn't. And no matter what settings i change the output seems to stay the same at a weird 10 fps or something. My cpu usage is also around 6-10% in obs

If you're using the video player from windows to watch the mkv then it's normal to see it this way. Try VLC player instead.
Strongly adviced to use the Auto-configuration Wizard and apply the settings it gives. Do not change it. Then restart OBS. Yes, restart OBS.
Now test it as is without changing anything.
