Your OBS statistics look good, no duplicated frames at all. The problem then seems to be that OBS is taking all the CPU cycles leaving none for Minecraft. So in Settings > Advanced > General > Process Priority Class, change the dropdown to "Idle" and see if that helps.

A few other tweaks:
Set your profile to High instead of Main, as you're not streaming, just saving to disk.
Set your keyint to auto.
Your FPS is set to 17 which is a really weird value. Try setting it to 15, 20, or 30.
If nothing else works, set your preset to SuperFast or UltraFast.

See if you can use NVEnc encoding instead of x264. Not sure on your mobile GPU if you can or not, but for recording to disk, its pretty good if it is an option. If you can you'll have to set your bitrate directly instead of using the Quality number, I'd try somewhere in the range of 10000 to 20000 at the resolution you're running.
