You're trying to use Slower preset, but your computer can't handle it. Change it to Very Fast and try again.
Your GPU isn't very good either, depending on what game you're playing, you may have to lower your settings quite a bit. And/or change your preset to one even faster, hopefully Super Fast will work if Very Fast doesn't, because Ultra Fast is pretty bad quality.
14:02:46: Total frames encoded: 284, total frames duplicated: 183 (64.44%)
14:02:46: Number of frames skipped due to encoder lag: 179 (63.03%)
14:02:46: Total frames rendered: 113, number of late frames: 1 (0.88%) (it's okay for some frames to be late)
You want all these percentages to be at 1% or less. If they aren't, you need to use a faster preset than before, or a smaller stream resolution (i.e. larger downscale), or a lower stream framerate.
Stream or record for at least five minutes of the highest action your game has to make sure your log file results are valid. In your current log file it only went for a few seconds, which may not be an accurate example of what your computer can do.
Also turn Constant Frame Rate (CFR) to Yes / On.
